The pre-construction assessment is one site survey plus one document, so you understand what this land can deliver before you invest.
Three Things Locked From Day One
- Subsidised area cap — subsidy schemes cap the eligible facility area; anything beyond it is on you.
- Type follows use — the type fixes span, height and ventilation, and whether equipment can be added later.
- 15-year minimum service life — subsidised greenhouses cannot be freely altered during that period.
First, Establish Which Facilities This Land Needs
Agricultural production and marketing facilities fall into several categories, each with its own filing conditions, area calculations and adjacency requirements. A greenhouse rarely stands alone: propagation, packing, materials storage, machinery and irrigation all have to fit on the same plot.

What You Receive
- Whether you can build here, and how large — measured dimensions, levels, drainage, existing utilities, access, and filing conditions.
- Recommended type and structural grade — suitable types, standardised modules and member specifications for the site wind code.
- A layout drawing you can file — house count, orientation, dimensions and relative positions, usable for agricultural facility permitted-use applications. The most important item of the five.
- Which subsidy you can apply for — eligible items, eligible area, and the band your own contribution falls into.
- Itemised estimate and what to decide next — estimates and assumptions for structure, covering, climate control, water and electrical works, plus the schedule from filing through design to construction.
This document belongs to you. Use it to file, to seek quotes, to talk it over at home — or set it aside for now.
The Conclusion Is Not Necessarily to Build
It may be to proceed, to proceed with conditions, to reduce the scale, to build in phases, to fix drainage or utilities first, to retrofit what is already there, or to hold. Even if the answer is not to build, you have avoided a far more expensive mistake.
How It Runs
- Free initial discussion — location, intended use, scale, budget and current problems.
- Scope and fee confirmed — fixed against location, area and number of options.
- Site survey — site, access, drainage, utilities, surroundings and construction conditions.
- Report delivered — usually within 15 working days of the survey.
- Findings meeting — conclusions and options walked through item by item.
Fee
From NT$35,000, excluding tax. Includes one site survey and the five deliverables, with the filable layout drawing. The fee is not credited against construction costs; whoever builds it afterwards, the document goes with you.
