Getting water and power to a greenhouse on farmland is never as simple as phoning the utility — it is tied to land-use legality, the purpose of the power, and permitted use of the facility. This piece lays out the five categories of agricultural power, the documents you need to connect water and electricity, and the all-important permitted-use consent.

You buy the land, plan the greenhouse, and then get stuck because “water and power won’t connect.” This is one of the situations Hwa-Nan meets most often on site. Many growers assume hooking up utilities is a phone call away, as it is for a house; in reality, applying for utilities on Taiwanese farmland turns on the legality of the land use, the purpose of the power, and whether the facility has obtained “permitted use.” If those three don’t line up, neither Taipower nor the water company can approve supply.

Below is a practical walkthrough of connecting water and electricity on farmland, and the documents each step needs — behind every one of them sits an engineering and regulatory judgement.

WHY IT ISN’T SIMPLE

Why Farmland Utilities Aren’t as Direct as a House

Farmland once needed little more than a land title to apply to Taipower for power; but that opened the door to illegal structures and factories on farmland. To rein this in, the Ministry of Economic Affairs now requires that applications for power on farmland present a “permitted-use document” from the relevant authority matching the purpose of the power, before Taipower may approve supply. The bar is higher — but lawfully applied-for agricultural facilities and farmhouses are unaffected, and for genuine farmers it is really a safeguard.

So the first principle of farmland utilities is this: first make sure the land, the facility, and the intended use stand up under the rules — then talk about wiring and piping.

FIVE CATEGORIES OF POWER

The Five Categories of Agricultural Power

Under the “Scope and Standards for Agricultural Power,” agricultural power must directly serve farming, and falls into five categories — each mapping to a different approval or certificate. Working out which one your usage belongs to is the first step to assembling the right paperwork.

Greenhouse cultivation most often falls in category ②: lighting and climate control for protected horticulture. And the classic approval for that category is the “permitted-use consent for an agricultural facility” — which is exactly why permitted use is the pivotal precondition for the whole utility application.

PREPARING FOR POWER

What to Prepare for Electricity

To apply for an agricultural-power certificate you generally need the following (details vary by county — follow your local office’s notice):

In practice, the electricity application means sitting down with Taipower, layout plan and business plan in hand. Taipower usually asks the owner first to obtain a “farmland site-inspection record” from the township/district office, confirming there is no illegal structure and that real farming is under way, before the connection work proceeds.

Whether to go single-phase first or straight to three-phase depends on whether permitted use is already in hand. Three-phase power counts as agricultural power, and its application requires proof of a lawful facility or permitted use — before the facility is approved, you often can’t get it. So if early groundwork — clearing, fencing, temporary lighting, or a small pump — needs power urgently, you can first apply for single-phase power (ordinary lighting supply) as a low-threshold, quick stopgap. But note: two stages means two applications and possible duplicated wiring and charges, so the total cost is higher. Conversely, if permitted use and the facility spec are settled before ground breaks, applying once for three-phase power is usually cheaper and avoids rework — which is exactly why Hwa-Nan argues for settling utilities at the design stage.

CONNECTING WATER

Agricultural water comes from roughly three sources, each with different cost and process:

A caution: farmland inside a water-quality protection zone, a drinking-water source zone, or a severe land-subsidence area faces extra controls on abstraction and drilling. These are things to check when choosing the land — not to discover after signing.

THE PERMITTED-USE GATE

The Precondition: Get Permitted-Use Consent First

The classic approval for category ② (cultivation power) is the “permitted-use consent for an agricultural facility on farmland.” In other words, before a greenhouse can lawfully connect to power, the facility usually has to stand up under the rules first.

Under Article 4 of the review rules for permitted use of farmland as agricultural facilities, you file an application — in triplicate — with the city or county authority where the land sits (in practice usually handled by the township/district office):

Once the review passes (Article 5), the authority issues the consent. Note two things: total facility area generally may not exceed 40% of that parcel of farmland; and a facility legally exempt from a building permit must be built and reported for completion inspection within one year of consent, while one legally requiring a permit must apply to the building authority within six months — miss the deadline and the approval lapses.

PLAN BEFORE DESIGN

Plan First, Then Design: Utility Sizing Is a Planning-Stage Answer

Building a greenhouse really happens in two stages: planning first, then design. Planning answers the business questions — what to grow, at what scale, in how many phases, whether to expand later; design then turns those answers into structure, mechanical and electrical systems, and piping. The most common utility mistake is skipping planning and going straight to design: with no idea of what will eventually be built, there is no way to know how much water and power to apply for at the source — and in practice the application almost always comes in too small, so expansion means re-applying, re-wiring, re-trenching: the same money spent twice.

This is also why pre-construction drawings are non-negotiable. Without drawings, nobody knows how many metres of water pipe and conduit must be run; without quantities, there is no way to know the required investment — quotes become guesses. Contracting without drawings is the blind men and the elephant: each contractor touches only a part, prices his own piece, builds his own way; interfaces don’t meet, quantities don’t reconcile, and the investment is out of control from day one.

SIX THINGS TO SETTLE FIRST

Six Things to Settle at the Planning Stage

1. Confirm the land can lawfully carry the facility
Not every parcel can carry the greenhouse you want; special agricultural zones, water-source zones, and subsidence areas carry extra limits — check at the land-choosing stage.
2. The purpose of power decides the approval
Irrigation pumping, cultivation climate control, and post-harvest processing are different categories with different certificates — don’t discover a missing document at connection time.
3. Size utilities for the future scale, not today’s
Fans, roll-ups, misting, irrigation, climate control plus future expansion together set the meter spec and whether a transformer is needed — size from the business plan’s final scale, or you’ll find it too small mid-build.
4. Plan water and drainage together
Source, pipe routing, wastewater, and rainwater drainage all affect both the permitted-use review and later operation — it’s not just “can we get water.”
5. Mind the consent and permit deadlines
After consent there is a one-year (no permit) or six-month (permit required) window to build or apply — a slipped schedule voids the approval.
6. Drawings before contracts
Only with finalised construction drawings can pipe and conduit runs, quantities, and total investment be computed; contracting without drawings is the blind men and the elephant — the budget is doomed to slip.
